On average, 14,000 Russian women are murdered by domestic violence each year. Most result in no punishment for their murderers. Why? Domestic violence is not defined by law in Russia, and therefore, cannot be punished as a crime.
In fact domestic abuse was decriminalized for first-time offenders in 2017. Unsurprisingly, domestic violence went up afterwards.
